I believe the command that you are looking for is start/stop unit (0x1B). There are some bits you may need to twiddle based on the device. The SCSI Bench Reference, by ENDL list most of the SCSI commands. I have found it to be almost worth its weight in gold (which is good, 'cause it is expensive!).
