Matt has a point about all the scripts that might depend on the location of
chown.  Perhaps this should be backed out until it can be discussed and (if
deemed appropriate) implemented properly.  (Properly == with a repository
copy, and all necessary changes made to the tree.  Since the ports tree is
frozen, the change can't be made properly right now.)
