The Robust-Audio Tool (RAT) is designed to allow multiple users to
talk to each other over the internet.  RAT is adaptive to network and
host conditions.  It is RTP compliant and can be operated in unicast
and multicast modes.  It is compatible with other Mbone audio tools
(VAT, FreePhone, IP/TV) and offers redundant audio encoding and
receiver based repair to provide  improved sound quality.  Further
details can be found at http://www-mice.cs.ucl.ac.uk/mice/rat/.

Binaries (and man page) are available at the UCL ftp server:
	ftp://cs.ucl.ac.uk/mice/rat/
and currently exist for Solaris, SunOS, Irix, Linux, HP-UX and Windows95.

FreeBSD, and possibly OSF/1, versions will be available
shortly.  Users of earlier releases should upgrade now to enjoy
improved audio quality and stability.

This release has the following enhancements, compared to release 2.6:
	- Improved redundancy support
	- Improved packet repetition
	- Transcoder/mixer operation
	- Flakeway operation
	- Lecture mode
	- LBL conference bus compatibility
	- Audio device trading between multiple instances of rat/vat
	- Voice switching of video when combined with vic
	- Better RTCP compliance
	- L16 (16bit linear, uncompressed) codec
	- Improved performance of analysis-by-synthesis codecs (GSM/LPC)
	- New user-interface
	- Active speaker indication now works
	- Automatic audio DC bias removal
	- Selective muting of participants
	- Assorted bug-fixes

A large amount of the code has been re-written to make RAT more
flexible and reliable.  The major enhancement in this release is the
ability to operate as a transcoder.  RAT will transcode between two
multicast groups, unicast and multicast, and unicast-to-unicast.  RAT
can transcode between any combination of PCMU, L16, DVI, GSM, LPC and
redundant audio, and can add/remove encryption as appropriate.
