Since mozilla-devel and friends install into -devel subdirectories, galeon
should never use their includes and libraries unless someone hacks the
Makefile.  Right now, galeon will use either mozilla or mozilla-embedded
(though mozilla-embedded has some issues).  It will never look into the
-devel directories.
