I don't know if there is a program for the console.
The usual, graphical based, word processors do this to varying degrees.
I use kword (part of KDE), which didn't give me big problems until now.
Starwrite is know for it's excellent compatibility with MS-Word.
The Gnome word processor should also do it.
There also excists something like wv (orignally mswordview) see www.wvware.com
