I tend to suspect that a solution to such a "problem" would be so highly
individualized (customized exclusively for your environment) that you're
not going to get much help here.  A good analogy to this question (off the
top of my head) would be you buying a new car, then going to the dealer
and saying, "I want to put in a 426 Hemi dual carb B&M Hydro tranny 4.11
posi, and it must run on alcohol fermented from bean sprouts.  What do I
do?"  IMO, if you don't want users sending e-mail, don't allow them near
the systems.  All username/password authentication ought to happen when
initially logging in to the box/network.
