Sure.  However, I'm not planning on initially spending time on
anything but checking the signatures; as long as a way exists of
signing those files, it will be usable (and IMO useful :-)

Well, the manifest actually doesn't have to be stored in a ZIP file -
they are pretty explict about trying to make it a generic standard.
