	I think this has nothing to with FreeBSD. Its a xchat
	prob. You should set the proxy setting of xchat. Check
	out the 
	Settings->Preferences->Network->Network Setup.

	xchat supports HTTP, SOCKS4, SOCKS5 and Wingate proxy.
