Add 
IPFW2=TRUE 
in /etc/make.conf
and 
options         IPFW2           #firewall
in the kernel

I *think* 
/usr/src/sbin/ipfw
make clean;make depend;make;make install
should work, and then a 
make buildkernel
should do the trick
