No.  HTML 1 through 4 are applications of SGML, while XHTML is an
application of XML.  SGML and XML are similar, but not identical.
Well-formed XML documents that lack an XML declaration and don't use
namespaces are also well-formed SGML documents, but their semantics
may be different (e.g. XML is case-sensitive, SGML is not).
