What you need is an X _server_ for Windows. It's a common misconception, though. :-) Besides MI/X (which I've seen mentioned) there are quite a few commercial options. Of the ones I've evaluated, by far the most comprehensive is Hummingbird's Exceed (http://www.hummingbird.com/).
