sendmail 8.12.x must be running and listing on localhost to
send mail. this is a new feature so the sendmail binary has not to
be suid root.

check if you have enabled sendmail_submit:

sendmail_submit_enable=3D"YES"  # Start a localhost-only MTA for mail submi=

sendmail_submit_flags=3D"-L sm-mta -bd -q30m -ODaemonPortOptions=3DAddr=3Dl=
ocalhost"=20

in /etc/rc.conf. per default (/etc/defaults/rc.conf) it should be running.
