I believe it stands for Executable and Linkable Format.  You want to know more,
go to http://www.wotsit.org/ and do a search on ELF.  You'll be able to
download the spec along with other executable file formats that show up with
result set from the search.  The spec is at
ftp://ftp.intel.com/pub/tis/elf11g.zip.  Don't know how definitive it is,
because it surprises me that its hosted by Intel.
