There are similar modified terminal versions in /etc/termcap to support KOI8-R, ISO-8859-2, ISO-8859-7 etc. Under X, the xterm or xterm-color terminal types all seem to support display of appropriate non-ascii characters. So long as you have=20 Option "XkbLayout" "gb" in the "InputDevice" section for Keyboard0, then you should get the =A3 sign appearing as shift-3 and " on shift-2 and @ on shift-' and all of the other differences between the standard US and UK keyboard layouts.
