However, if I try the same address from a Windows 11 PRO machine without using fetch, it connects instantly and downloads the file without a problem. I stopped the first attempt to download the file after about 5 minutes. Using poudriere, these attempts to download from "crates.io" continue indefinitely. I then manually invoked 'fetch'. The output shows fetch cannot get the IP address.
