This is because the braindead PC hardware does not allow for bright
white background colors. Have a look at the output of vidcontrol show,
that's all you will get.

It's an entry in /etc/rc.conf. Have a look at man rc.conf, and look out
for allscreens_flags.

It's vidcontrol <mode>, where <mode> is one of the modes shown by
vidcontrol -i mode, fifth column.
