  with this change tcpd _always_ try to get the remote user name.
  rfc931/rfc1413 has it's limitations (read rfc 1413, section 6: "Security
  Considerations") and should not the default.
  
  You can still do selective username lookups as documented in the
  hosts_options(5) manpage.

Exactly.

This change is insanely stupid and should not be the default.
