Prior to ncurses 6.0.0s20171007, this functionality worked fine. When upgrading to 6.0_3, it= no longer works. Downgrading to 6.0_3 resolves the issue. I'm not sure if this is a FreeBSD/ncurses 6.0.0s20171007 specific issue, or whether it affects other systems.
