Good point.  We can add attributes to certain elements, specifying
the language and encoding:

    <descr lang="en_US.ISO_8859-1">...</descr>

    <descr lang="ja_JP.eucJP">...</descr>

and so on.  That's one way, I'm sure there are others.  Any suggestions?
