Doh!  I am going to have to write a PR.  Edit
/usr/X11R6/etc/gdm/locale.alias, and change english.us to:

en_US.ISO_8859-1

Note the change of a '-' to a '_'.  Then, restart gdm, and select American
English as your Language.  You should be set.  I'll write up the PR.
