BOOTP is not necessarily sufficient.  BOOTP does not allow truly
dynamic configuration, or at least not with the ISC dhcpd.  It at
least requires a host and hardware declaration for each BOOTP client,
even if you allow dynamic IP addresses to be assigned, while DHCP does
not.  In my case, I would need to use DHCP because of this limitation.
