Sorry this letter is no answer to your question, but I was stuck in that problem once and was amused by the amount of answers here all like "you're bad SA because you need more that 16 groups...". So as far as I found there is no constructive solution to the problem, except that recompiling the kernel _and_ make buildworld _and_ all static-linked programs after you adjusted this NGROUPS_MAX. To all: is that little change so painful that nobody is willing to commit it? I can't see what could be wrong if NGROUPS_MAX would be set to 1024, for example.
