What I think we need is a sysctl which controls users ability to change the keymap. I keep meaning to impliment something which does has three modes: 1) All users can set the keymap to anything. 2) Only root can change the keymap. 3) Ordinary users can change the mapping of "normal" keys but cannot change reboot/panic/etc. Root can still change these.
