Did you try this suggestion I mailed you last night?  It sounds like this
is what your seeing.  The patch I suggest will cause fxtv to do only odd
frames when capturing less than 240 scan lines -- currently it always does
both, which can generate interesting aliasing artifacts for smaller capture
resolutions.

 |don't see it.  This is because it's blasting both the odd and even frames
 |right on top of each other 30 times a second.  If we're talking about the
 |same effect, you can make it go away by editing tvcapture.c, search down
 |for ODD, and uncomment that if statement.
