The help subsystem of evince simply does not work in the absence of yelp.

The help subsystem is an integral part of evince, however in order to make
it work properly one first needs to install the yelp port.

(Note that this is essentiall the same PR as ports/167725, except that
this is about the Help sybsystem of evince, rather than of gthumb.  The
Help subsystems of _several_ different GNOME applications rely on and
assume the presence of yelp.)

portinstall evince
...
then run evince and click on "Help" and then "Contents"

>Fix:

Add a dependency in the master evince port Makefile so that the evince port
will be properly dependent upon yelp being installed.

Note that this one change is _necessary_ but apparently not entirely
_sufficient_, by itself alone, to cause the evince port's help subsystem
to begin working entirely. There are other and additional problems that
also need to be solved to get this working and I will report on those in
separate PRs to follow this one.
