Also, if you run that last command: fxtv -cableFreqSet xussr -antennaFreqSet xussr -tunerMode cable does it still not work (I don't know if xussr is a cable or antenna standard, so flip to antenna if that's appropriate)? Don't think this'll help you, but we'll at least be nailing down the problem.
