What do you mean exactly? If mc and others can't operate with 8859-8 specs well - it is their problem which should be reported to software developers. It is not FreeBSD problem. FreeBSD intention is to follow standards as much as possible. If some programs have a problems - lets them to be conformant or to make its own separate standards set according to usual standard regulations procedure. We accept 8859-8 full set only or other character sets which are standartized properly.
