I think what you want to do is replace the WinGate software with FreeBSD.  
I would install FreeBSD on a dedicated machine which acts as your gateway. 
 If you check the website in my signature, you'll find the stuff I did to 
get my gateway going.  The major difference is that my gateway does not 
use a dialup connection (it is permanently connected) but most steps will 
apply to you.

Other people on this list will hopefully give further pointers.
