If the second partition is completely empty, just delete it and then create
a smaller FAT partition for windows to use, and leave the space you want for
FreeBSD unpartitioned as this time. When you come to running the FreeBSD
install program, you can then create a single FreeBSD partition in the
unused space on the disk (using the FreeBSD equivalent of DOS fdisk). This
next bit confused me at first, so here goes:

FreeBSD needs more than one disk 'slice'. e.g one slice for the root file
system, one for swap space, and maybe a few more for /usr and /var. You dont
need to create a separate partition for each of these! FreeBSD will 'slice'
the single partition you created up into these separate bits (using the disk
label editor). Note that Linux needs actual separate partitions, hence my
initial confusion.

Depending on what you want to do, 500Mb total should be ample for a FreeBSD
install with X installed too. i.e make your second FAT partition 1.65Gb. 

By the way, if you've got these large FAT partitions, and are running Win98,
why are they FAT16 and not FAT32? Win98 comes with a converter to change
FAT16 into FAT32. This worked well in my experience.
