WHistle has extended (dramatically) the ipfw code to give much greater
functionality.

I will be committing the changes to -current in the next week.
changes can be fetched from:

(p.s. these are backwards compatibel at the command line level, so 
I would LOVE to add them to 2.2 if I can as we use this in a 2.2 based system)
