Interestingly there is a pre-build package available at ftp://ftp.freebsd.org/pub/FreeBSD/releases/i386/i386/9.2-RELEASE/packages/All/libEMF-1.0.tbz (dated around June 2013). Having installed this in my /head environment makes graphics/dia happy. Should I file a PR or is the maintainer already aware of it?
