I think so. But I am not aware of all of the consequences of such an action. An MFC of the locale support will imply striping the "_" from the "ISO_xxxx" strings, for example. The new support for monetdef, msgdef and numericdef needs library changes. BTW, monetdef locales for countries in the Eurozone must be updated...
