Everything changed in rc.conf can be started from the command line (I think). What change did you make? Some things are a little more complicated that others. For instance, to enable ip forwarding, you need to sset a kernel mib variable using sysctl (sysctl -w net.inet.ip.forwarding=1). Take a look through /etc/rc.* to see what init does to start things up.
