I'd like to import this file into doc repository for reference for
others.  Where should we go?

(1) doc/ftp/README.txt
(2) doc/en_US.ISO8859-1/ftp/README.txt
(3) projects/ftp/README.txt

I'll be responsible to maintain this file, but I want to be reviewed
widely.  I'll copy this file to ftp-master by hand after committing
and reviewing.
