No.

PRs are not used to advertise phabricator reviews.
A new port PR means it's already been reviewed and ready to go.
A new port PR means a shar needs to be attached:

I am aware of the current mail list discussion, but I don't think this is what
people had in mind.  We have enough trouble keeping up with PRs without this.
