sounds even better to me.  then it becomes possible for the ftp-master to
announce things like "on this day this stuff is being moved from core to
archives" which lets mirrors manually move things without loosing them if
they want to keep it.

personally i figure the fewer things in the main tree means the more stable
and up to date mirrors will be and less work for the re/pe groups.
