SOLVED.
Fixed the Apache problem... It was a <Directory> directive that was
needed to tell apache how to look at /data/vhosts/:
<Directory "/data/vhosts">
Options Indexes FollowSymLinks
AllowOverride None
Order allow,deny
Allow from all
</Directory>
