Er, the link ownership is still bogus (group bin).  The change of BINGROUP
from bin to wheel has not reached this file.  Neither has the previous
change of using macros for ownerships.  I don't see any reason not to
use the same ownership as for general binaries (${BINOWN}:${BINGROUP}).
