No. cvsupd is for CVSup clients.  FreeBSD comes with everything you need
to set up a CVS server in the base system.

Check out the CVS info(1) file, with:

	info CVS

If you have no experience with the info(1) system, this command will
give you a brief tutorial on navigating info files:

	info info
