I started having the same issue when booting an old-ish Dell Optiplex 780. I'm using this driver for X: xf86-video-intel-2.99.917.20170228_1 If I boot without starting X, everything is fine (no X, of course). I've made no other changes to any configuration files between working and non-working condition.
