The visual bell is a global property (once set, it applies to all
vtys), so it's enough to add the following line in /etc/rc.conf:

	keybell=3D"visual"

We currently suck, because keybell=3D"off" in /etc/rc.conf will only
mute the sound bell on the first vty (ttyv0).
