Using <sect2 id="pgpkey-dougb"> would let us to reach directly the key
at
http://www.FreeBSD.org/doc/en_US.ISO8859-1/books/handbook/pgpkeys-developers.html#PGPKEY-DOUGB

I think it would be a great improvement.  If you have time to do it for
all entries, go on :))
Think about updating comments in README and addkey.sh too.

Mail the diffs to that list or someone else from docs for a review.
