Effectively, yes. Assuming de0 connects it to a local area network, your machine can act as a gateway router between tun0 and de0. If you set it up as a gateway, as per the instructions in the Handbook (or is it the PPP primer? I forget), hosts on your local area network will see your dial-up host as a hop in their traceroutes.
