I have just tried a
wget ftp://ftp.horde.org/pub/horde/tarballs/./horde-2.1.tar.gz
and it was OK.

Perhaps could you try again?
Check if you don't have defined something like `FTP_PASSIVE_MODE=NO' and
if your firewall accepts active ftp connections.
