Well, unless it's a heavy site and imposes some pretty strict constraints on your hardware platform, charging it via bandwidth utilization seems reasonable. I think at this point most -- if not all -- ISPs have a vehicle for charging the customer for "excess" bandwidth utilization. Provided that you have a way to enforce it, that would probably be sufficient.
