ftp/filezilla update to 3.13.1

Update ftp/filezilla to 3.13.1 which fixes the build system and allows dropping
the mess of patches added for the prior update.

A week ago I asked upstream about plans for a .0.1 release as they've had a few
.0.1 and .0.2 releases recently for build issues. The reply was that there is
no plan for a .0.1 release. Turns out they release a .1 update before the .0
got committed. So, another PR but at least the patch mess goes away.
