hi porters!

i'm in the process of porting galeon-devel and i've come across one
problem:

the makefile creates share/locale/*/LC_MESSAGES. now these dirs don't
appear in /etc/mtree/*.
i suppose these dirs should not be removed, but: where is this written
down? if not, please do so (porter's handbook?).
