So I'm setting it faster with kcon from /etc/rc.local. When the X-Server starts up, repeat-rate is reset to original value - efficient both within X and on the virtual tty's. This wasn't the case with FreeBSD-2.1.0 - there the keyrepeat-rate within X did follow the kcon setting and wasn't reset.
