You are building it with that capability as a default. Any option that is off by default means it's not in a binary package. The more options there are, the more likely the binary package is useless. Even there are tons of options, as many as possible should be turned on by default so the capability is in the binary package, leaving only source builders to remove them manually. I get the idea you are focused on building from source.
