My problems never were related to 2 cards conflicting on the same IRQ, the only thing I had to do to finally get isdn4bsd up and running, was to change the setting for the IRQ my ISDN-card had from 'Legacy ISA' to 'ISA/PNP' in the BIOS (or something like that - I hardly ever touch my BIOS settings, so I may be mixing up the names for the entries). At least the errormessages you included in your original mail look very similar to the ones I had, so my first guess would be that you are encountering the same problem I had.
